The Debate Over Government Employees Joining RSS: Constitutional Dilemma?

[dropcap]R[/dropcap]ashtriya Swayamsevak Sangh is the biggest organization in the World. It aims at working for Hindu Rashtra and also claims that it is a Cultural Organization. It is as such striving for Nationalism (Hindu)’ contrary to the one underlined in our Constitution, Indian Nationalism. It regards Hindus as a Nation and so it has set its goal. Times and over again one or the other top leader of BJP voices the demand for scrapping the Indian Constitution and proclaiming that we should become a Hindu Rashtra. RSS Sarsanghchalak K Sudarshan himself had stated this when became chief of RSS in 2000. Before the 2024 elections, BJP President JP Nadda stated that now BJP is more capable and does not need RSS support for its electoral campaign which was the norm in previous elections. What do the pledge and prayer of the so called cultural organization tell about its goal?

Its role in shaping BJP, its political progeny, can easily be discerned from the writings and actions of RSS. One recalls that it was Shyama Prasad Mukherjee of Hindu Mahasabha, who collaborated with RSS to float the previous avatar of BJP, Bhartiya Jansangh. The then RSS chief M.S. Golwalkar,(Guruji) regarded as the major ideologue of RSS; time and again outlined the role of RSS-trained Swayamsaevaks and Pracharaks while being in Jana Sangh or BJP.

Golwalkar writes “For instance some of our friends were told to go and work for politics that does not mean that they have great interest or inspiration for it. They don’t die for politics like fish without water. If they are told to withdraw from politics, then also there is no objection. Their discretion is just not required.” (Golwalkar, MS, Shri Guruji Samagar Darshan (collected works of Golwalkar in Hindi, Bhartiya Vichar Sadhna, Nagpur, vol. 3, p. 33) tells us clearly that Jansangh or BJP was supposed to follow the instructions of RSS.

Further Guruji says, “We know this also that some of our Swayamsevaks [cadres] work in politics. There they have to organize according to the needs of work: public meetings, processions etc., and have to raise slogans. (Same as above Vol 4, pages 4-5)

RSS nurtured and trained its swayamsevaks on these lines and later floated many organizations. Nathuram Godse the killer of Mahatma Gandhi was also a trained pracharak of RSS. RSS at that time did not keep any records of membership so it could wash its hands off this murder. Nathuram Godse’s family believes that the assassin, a staunch member of the RSS was neither expelled from the sangh nor did he ever leave the organization.

Shamsul Islam, eminent scholar of Hindu Nationalism, points out, “The central publication house of the RSS, the Suruchi Prakashan, Jhandewalan, New Delhi, published, Param Vaibhav Ke Path Par (1997) which gave details of more than 40 organizations created by the RSS for different tasks. The BJP as a political organization figures prominently in it at number 3, with the ABVP, Hindu Jagaran Manch, Vishva Hindu Parishad, Swadeshi Jagaran Manch and Sanskar Bharti among others).

Similarly, the prayer and pledge of RSS make it clear that they make their followers commit to the Hindu nation. Its Prathana (Prayer) says “You/O God almighty, we the integral part of the Hindu Rashtra salute you in reverence/For Your cause have we girded up our loins/Give us Your Blessings for its accomplishment.” (RSS, Shakha Darshika, Gyan Ganga, Jaipur, 1997, p.1) The pledge is also equally forthright in this “I become a member of the RSS to achieve all-round greatness of Bharatvarsha by fostering the growth of my sacred Hindu religion, Hindu society, and Hindu culture. (page 66 above)

The masquerading of RSS as a cultural organization does help it to expand by appealing to the emotions of many. Major leaders of the freedom struggle were very clear about the nature of RSS. “A member of Gandhi’s entourage had praised the efficiency, discipline, courage and capacity for hard work shown by RSS cadres at Wagah, a major transit camp for Punjab refugees. Gandhi quipped back, ‘but don’t forget, even so had Hitler’s Nazis and Fascists under Mussolini’, Gandhi characterized RSS as a communal body with a totalitarian outlook’ (Pyarelal, Mahatma Gandhi: The Last Phase, Ahmedabad, page 440)

Nehru regarded RSS as having traits of fascism. Dr Rajendra Prasad, the first President of India, had stated that “The RSS is strictly secret as regards its organization. It has consequently developed along fascist lines and is a potential menace to public peace. (Dr Rajendra Prasad to Sardar Vallabh Bhai Patel, 12 December 1948)

Sardar Patel wrote “As regards the RSS and the Hindu Mahasabha, the case relating to Gandhiji’s murder… about the participation of the two organizations, but our reports do confirm that, as a result of the activities of these two bodies, particularly the former, an atmosphere was created in the country in which such a ghastly tragedy became possible… The activities of the RSS constituted a clear threat to the existence of the Government and the State. Our reports show that those activities, despite the ban, have not died down. Indeed, as time has marched on, the RSS circles are becoming more defiant and are indulging in their subversive activities in an increasing measure.

We also recall that RSS has been banned thrice, and wriggled out of those bans by wearing the façade of Culture. As we know the ban on Government servants taking part in politics is to ensure that our bureaucracy remains committed to the values of the constitution and not be politically partisan. This ban on Government servants participating in RSS activities has been there for over 50 years. It is the third time that this was done.

In between Janata Party and Atal Bihari Vajpayee were also at the helm of political affairs but this ban was not lifted. Mr Modi has been in power for the last 10+ years. Why is he taking this decision now? Is it after RSS chief Mohan Bhagwat has been making oblique criticism of the supreme leader? There is a need for cultural activists and social scientists to assess the contribution of the right wing outfit to Indian culture. This mask of RSS being a cultural organization needs to be undone and its political agenda grasped for the protection of the Indian Constitution and democracy. As such it seems that it is a Supra-political outfit.

Fact-Checking BJP: Are Bangladeshi Infiltrators Really Changing Jharkhand’s Demographics?

Ranchi: An umbrella body of several civil liberties groups in Jharkhand, Jharkhand Janadhikar Mahasabha has issued a press release on the recent statements by the Bharatiya Janata Party (BJP) leaders on their claim of change in the state’s change in demography because of the rise of Bangladeshi infiltrators and fall of tribal population. Mahasabha not only vehemently criticized BJP’s divide-and-rule politics but also mentioned the data, which denies all the claims by the saffron brigade as fake.

We are sharing the entire press statement for our readers.

Recently, BJP and its prominent leaders have continuously given statements that a large number of Bangladeshi infiltrators are settling in Jharkhand, the Adivasi population is decreasing, Adivasi girls are being married to infiltrators, their land is being grabbed, love jihad, land jihad etc are rampant in Adivasi areas of Jharkhand. It is being said that after the formation of the Jharkhand state, the population of Adivasis in Santhal Pargana has decreased by 16% and that of Muslims has increased by 13%. MP Nishikant Dubey even stated in the Parliament that in 2000, the Adivasi population in Santhal Pargana was 36% and now it is only 26% and Bangladeshi infiltration (Muslims) is responsible for this.

All these claims are beyond fact. Sadly, most of the media is also spreading these claims without checking the facts. The facts are as follows:

Is the population of Jharkhand’s Adivasis decreasing?

According to the census, the Adivasi population in Jharkhand in 1951 was 36%and in 1991 the same was 27.67% whereas the Muslim population in 1991 was 12.18%. According to the last census (2011), there were 26.21% Adivasis in the state and 14.53% Muslims. In Santhal Pargana, the proportion of Adivasis was 29.91% in 2001 to 28.11% in 2011. So BJP’s claim of 16% and 10% is false.

The sizeable decline in the proportion of Adivasis occurred between 1951 and 1991. The question is why? There are three main reasons – 1) During this period, a large number of non-Adivasis came to Jharkhand from the surrounding states, especially in the cities and areas of mining and industries. For example, the proportion of Adivasis in Ranchi declined from 53.2% in 1961 to 43.6% in 1991. At the same time, 10.73 lakh migrants from other states came to Jharkhand in 1961, 14.29 lakh migrants in 1971 and 16.28 lakh migrants in 1981, most of whom were from North Bihar and other nearby states. Although most of them went back after work, many also settled down.

Due to a lack of priority for locals in jobs, and non-implementation of Fifth Schedule provisions and tribal-specific laws, non-Adivasis from other states started settling here. 2) Due to displacement and lack of employment, Adivasis have been forced to migrate in lakhs for decades, which has a direct impact on their population growth rate.

According to the 2017 Economic Survey report of the Central Government, about 50 lakh people aged 15-59 years from the state had migrated between 2001 and 2011. 3) The population growth rate of Adivasis has been lower than other non-tribal groups for decades. Between 1951-91, the annual exponential growth rate of the Adivasis population was 1.42, while that of Jharkhand as a whole was 2.03. Due to inadequate nutrition, inadequate health system and economic constraints, the death rate of Adivasis is higher than in other communities.

Are Bangladeshi infiltrators entering Jharkhand on a large scale?

BJP leaders keep mentioning the number of Bangladeshi infiltrators in the country between 12 lakhs to 20 lakhs as per their whims. By naming infiltrators, they target the Muslims. But, the NDA government under the leadership of Narendra Modi has been continuously giving statements in the Parliament that they do not have any data regarding the number of Bangladeshi infiltrators. If we consider only the population of Muslims in Santhal Pargana, the increase of 2.15% as a proportion of the total population between 2001 and 2011 shows that the number of Muslims immigrating from Bangladesh would be much less than claimed (if at all).

Is love jihad happening in Jharkhand?

On one hand, BJP leaders are spreading communal hatred by using words like love jihad whereas the Modi government has replied in the Parliament that there is nothing called love jihad in the law and the central investigating agencies have not registered any such case. It is worth noting that a person of any religion or community has the full constitutional right to marry a person of any other religion or community. However, according to 2013 research, only 5.7% of inter-religious marriages have taken place in Jharkhand which includes all religious faiths.

Are Adivasi lands being looted?

For decades, non-Adivasis have been taking over the land of Adivasis by violating CNT and SPT acts. The urban areas of the Fifth Schedule area are clear proof of this. BJP is trying to divert the narrative from the truth by using communal words like land jihad.

What is BJP’s politics?

On one hand, BJP is talking about Bangladeshi infiltrators, while on the other hand, Modi and Raghuvar Das governments had forcibly acquired the land of Adivasis for the Adani Power Plant project. They changed the state’s energy policy to benefit Adani by keeping Jharkhand at a loss and sent electricity to Bangladesh by keeping Santhal Pargana in the dark.

Instead of talking about the root causes of the decline in Adivasi population ratio, BJP only wants to create religious communalism and polarization by presenting wrong figures. On one hand, the BJP is expressing concern for the Adivasis population, while on the other hand, it is not only silent on the Sarna Code, 27% reservation for backward classes and Khatian-based domicile policy passed by the Jharkhand government but is also trying its best to stop them. The Modi government is also running away from caste census which would make the current situation of communities and different castes clear.

Please note that the issues of Adivasis highlighted here were the basic issues of the Jharkhand Movement. If the BJP is not accepting these issues, then it is also questioning the movement. Loktantra Bachao Abhiyan demands the state government take immediate action against those spreading communalism by presenting wrong data and starting a public discussion on the above-mentioned core issues.

बांग्लादेशी घुसपैठ के झूठे दावों पर आदिवासी समाज का विरोध: भाजपा नेताओं से माफी की मांग

झारखंड राज्य को क्या देना है वह बताने की जगह बेहूदगी में उतरी भाजपाई नेतृत्व उटपटांग बातें कर रही है।

निशिकांत दुबे, बाबूलाल मरांडी, अमित शाह आदि नेता जो भी बयानबाजी कर रहे वह केंद्र सत्ता की धार्मिक उन्माद से उपजी रणनीति है। यहां हिंदू मुस्लिम करने में नाकाम हुई, सरना क्रिस्तान करने में नाकाम हुई, आदिवासी पुरुष versus आदिवासी महिला करने में नाकाम रही, सरना को सनातन बताने में नाकाम रही, आदिवासी हिंदू है यह बताने में नाकाम रही तो अब आदिवासी versus मुसलमान करने में लगी है।

आदिवासी को सेंसस में आदिवासी  चिन्हित करने से घबराने वाली यह “फूट डालो शासन करो” वाली सरकार आदिवासियों के लिए क्या भला सोच पाएगी?

झारखंड की ज्योग्राफिक बाउंड्री को देखकर बातें करें। कहीं से भी वह बांग्लादेश के साथ बॉर्डर शेयर नहीं करती है। झारखंड पूरी तरह से बिहार, उत्तर प्रदेश, ओडिशा, छत्तीसगढ़ और पश्चिम बंगाल के साथ मात्र बॉर्डर शेयर करता है। ये जो बोल रहें की बांग्लादेशी संथाल परगना में घुसकर आदिवासी महिलाओं के साथ शादी कर यहीं रच बस जा रहे और आदिवासी आबादी को खतरा पहुंचा रहें यह झूठ है।

स्टेट बॉर्डर में एक दो किस्से को गढ़कर जो यहां के मूलवासी मुस्लिम आबादी है उसे ही जबरन बांग्लादेशी बता कर चुनावी डंका बजा रहे हैं।

राज्य की स्थिति पर बात करने का बूता तो इनमें हैं नहीं।

ऐसे तो ये नेपाल की आबादी को भी घुसपैठिए कहकर हल्ला कर सकते थे, पर उनके दीनी कौम के लिए तो शत्रु केवल मुसलमान है ना! कैसे वो हिंदी नेपाली को घुसपैठिए कह सकते सो दूर वेस्ट बंगाल पार करके ये बांग्लादेशी मुसलमान बंगाली लड़कियों को छोड़कर संथाली महिलाओं से शादी करने आ रहे। वाह रे इनके निर्लज्ज तर्क।

हम आदिवासी महिलाएं आदिवासी विरोधी, मानवता विरोधी इस भाजपा, आरएसएस की इन बातों का पुरजोर खंडन वा विरोध दर्ज करती हैं।

झारखंड की डेमोग्राफी 2024 के इलेक्शन में याद आती है इन्हें?

कहां थे वे जब देश के सबसे बड़े कल कारखाने और माइन इस एरिया में खोल कर आदिवासी को उजाड़ा गया, विकास की बलि चढ़ाया गया, नॉन स्किल बता कर पूरे देश भर से स्किल जनता को वर्षों से बैठाए रखा, उस समय उनकी डेमोग्राफी शब्द से परिचय बना था या नहीं? बंगाली, बिहारी, उत्तरप्रदेश, ओडिशा की जनता जब यहां बस रही थी तब कहां गई थी इनकी डेमोग्राफी चेंज वाली थ्योरी!

सच तो यह है कि 5th शेड्यूल एरिया के तहत यह आदिवासी बहुल प्रदेश गैर आदिवासी बहुल प्रदेश में वर्षों पीछे ही बदला जा चुका है। बृहत झारखंड की मांग वा उसके क्षेत्र विस्तार को भी देखें तो वह क्षेत्र 2000 में झारखंड निर्माण के समय से ही छला गया है। बिहार की आरजेडी पॉलिटिक्स को कमतर करने के लिए झारखंड को बिहार से अलग कर दिया गया, बंगाल, मध्य प्रदेश, बिहार, ओडिशा, उत्तर प्रदेश के आदिवासी बहुल इलाके नहीं ही शामिल किए गए। सीएनटी एसपीटी एक्ट को हर बार भाजपाइयों ने कमजोर करने की कोशिश की। विलकिंसन रूल की अनदेखी की।

PESA एक्ट (पंचायत एक्सटेंशन टू शेड्यूल एरिया) की अनदेखी की। आदिवासी जमीन पर मालिकाना हक आदिवासी समाज के पास सामूहिक तौर से रहा है। बाद में यह कमोबेश आदिवासी पुरुष के ही पास रहा है। फिर ऐसे में आदिवासी स्त्री के साथ शादी कर जमीन हड़पने का बेजा सवाल क्यों भाजपाई कर रहे?

आदिवासी पुरुषों के मन में भी आदिवासी महिला को अपनी संपत्ति समझने का चश्मा इन पुरुषवादी, पितृस्तात्मक ब्रह्मणवादियों द्वारा।आदिवासी पुरुषों को दिया गया है। तभी कुछ हिंसाएं देखने को मिलती हैं। वीरभूम में ऐसी वारदातें।पिछले कई दशकों से जारी है।

भाजपाइयों द्वारा बेहूदगी से भरा डिबेट लाकर झारखंडी जनता के जायज सवाल गायब किए जा रहे। मानव तस्करी के सवाल, रिसोर्स में बराबरी के बंटवारे का सवाल सब गायब कर आदिवासी बनाम मुस्लिम की लड़ाई को तेज किया जा रहा।

आदिवासी महिलाओं के प्रति भी जो टिप्पणियां आ रही हैं वह नकाबिले बर्दाश्त है। बांग्लादेशी मुस्लिम आदिवासी महिला को शादी कर वूमेन और जमीन दोनो आदिवासियों से छीन रहे हैं। कुछ घटिया से लोग अपनी इस बहस बाजी में कुछ महिलाओं के नामों के लिस्ट जारी कर बातें कर रहे हैं। यह बिल्कुल बेतुकी और नाजायज बात है। आदिवासी महिला की निजता और उसकी अस्मिता पर हमला है। आदिवासी महिला की कोई एजेंसी ही नहीं ऐसी भी बात इन भाजपाइयों के द्वारा प्रस्तुत की जा रही है। हम विभिन्न आदिवासी संगठन इस बात पर कड़ा एतराज जाहिर करते हैं और इन पर कार्यवाही करने की मांग करते हैं।

आदिवासी महिलाएं आपके लिए मोहरे नहीं बनेंगी। हम पूरे आदिवासी समाज की ओर से भाजपा को, और उनके नेताओं के इस स्टेटमेंट के लिए पब्लिकली लिखित माफी मांगने को कहते हैं।

भाजपा के दावे झूठे, झारखंड में बांग्लादेशी घुसपैठ और लव जिहाद के प्रमाण नहीं: आंकड़े और विश्लेषण

रांची: लोकसभा चुनाव में सारे आरक्षित सीटों पे हारने के बाद से ही और झारखंड में जल्द होने वाले विधानसभा चुनाव को लेकर भारतीय जनता पार्टी के नेतागण संथाल परगना में बांग्लादेशी घुसपैठ बढ्ने और आदिवासियों की जनसंख्या घटने का राग आलापने लगी है, राज्य के हितों के लिए काम कर रही कई सारे एनजीओ का एक समूह- झारखंड जनाधिकार महासभा ने भाजपा के इस तरह के सारे ब्यान का अकड़ों के साथ जवाब दिया है। पाठकों के लिए महासभा की पूरी विज्ञप्ति को यहाँ प्रकाशित किया जा रहा है।

हाल में भाजपा व उसके प्रमुख नेता लगातार बयान दे रहे हैं कि झारखंड में बड़ी संख्या में बांग्लादेशी घुसपैठी आ रहे हैं, आदिवासियों की जनसंख्या कम हो रही है, आदिवासी लड़कियों से शादी कर रहे हैं, ज़मीन हथिया रहे हैं, लव जिहाद, लैंड जिहाद कर रहे हैं आदि। यह बोला जा रहा है कि झारखंड बनने के बाद संथाल परगना में आदिवासियों की जनसँख्या 16% कम हुई है और मुसलमानों की 13% बढ़ी है। सांसद निशिकांत दुबे ने तो संसद में बयान दिया कि 2000 में संथाल परगना में आदिवासी 36% थे और अब 26% हैं और इसके जिम्मेवार बांग्लदेशी घुसपैठ (मुसलमान) हैं।

यह सभी दावे तथ्य से परे हैं। दुःख की बात है कि अधिकांश मीडिया भी बिना तथ्यों को जांचे ये दावे फैला रही है। तथ्य इस प्रकार हैं:

क्या झारखंड आदिवासियों की जनसंख्या कम हो रही है?

1951 की जनगणना के अनुसार झारखंड क्षेत्र में 36% आदिवासी थे। वही 1991 में राज्य में 27.67% आदिवासी थे और 12.18% मुसलमान। आखिरी जनगणना (2011) के अनुसार राज्य में 26.21% आदिवासी थे और 14.53% मुसलमान। वही संथाल परगना में आदिवासियों का अनुपात 2001 में 29.91% से 2011 में 28.11% हुआ। तो भाजपा का 16% व 10% का दावा झूठ है।

आदिवासियों के अनुपात में व्यापक गिरावट 1951 से 1991 के बीच हुई। सवाल है क्यों? तीन प्रमुख कारण हैं – 1) इस दौरान आसपास के राज्यों से बड़ी संख्या में गैर-आदिवासी झारखंड में आये, खास कर के, शहरों एवं माइनिंग व कंपनियों के क्षेत्रों में। उदाहरण के लिए,  रांची में आदिवासियों का अनुपात 1961 में 53.2% से घट के 1991 में 43.6% हो गया था। वहीं, झारखंड क्षेत्र में अन्य राज्यों से 1961 में 10.73 लाख प्रवासी, 1971 में 14.29 लाख प्रवासी और 1981 में 16.28 लाख प्रवासी आये थे जिनमें अधिकांश उत्तरी बिहार व आस-पास के अन्य राज्यों के थे। हालांकि इनमें अधिकांश काम के बाद वापिस चले गए, लेकिन अनेक बस भी गए। नौकरियों में स्थानीय को प्राथमिकता न मिलने के कारण,  पांचवी अनुसूची प्रावधान व आदिवासी-विशेष कानून सही से न लागू होने के कारन अन्य राज्यों के गैर-आदिवासी बसते गए। 2) आदिवासी दशकों से विस्थापन व रोज़गार के अभाव में लाखों की संख्या में पलायन करने को मजबूर हो रहे हैं जिसका सीधा असर उनकी जनसँख्या वृद्धि दर पर पड़ता है। केंद्र सरकार के 2017 के आर्थिक सर्वेक्षण रिपोर्ट अनुसार 2001 से 2011 के बीच राज्य के 15-59 वर्ष उम्र के लगभग 50 लाख लोग पलायन किये थे। 3) दशकों से आदिवासियों की जनसंख्या वृद्धि दर अन्य गैर-आदिवासी समूहों से कम है। 1951-91 के बीच आदिवासियों की जनसंख्या का वार्षिक घातीय वृद्धि दर (annual exponential growth rate) 1.42 था, जबकि पूरे झारखंड का 2.03 था। अपर्याप्त पोषण, अपर्याप्त स्वास्थ्य व्यवस्था, आर्थिक तंगी के कारण आदिवासियों का मृत्यु दर अन्य समुदायों से अधिक है।

क्या झारखंड में बड़े पैमाने पर बांग्लादेशी घुसपैठी घुस रहे हैं?

भाजपा नेता अपने मन मुताबिक देश में बांग्लादेशी घुसपैठी की संख्या कभी 12 लाख बोलते हैं, तो कभी 20 लाख। घुसपैठिये से उनका निशाना मुसलमानों पर रहता है। लेकिन, नरेंद्र मोदी के नेतृत्व में NDA सरकार लगातार संसद में बयान देते आ रही है कि उनके पास बांग्लादेशी घुसपैठिये की संख्या सम्बंधित कोई आंकड़े नहीं हैं। अगर संथाल परगना में केवल मुसलमानों की आबादी को गौर करें, तो 2001 से 2011 के बीच कुल आबादी के अनुपात में हुई 2.15% की वृद्धि दर्शाती है कि बांग्लादेश से आकर बसने वाले मुसलमानों की संख्या दावों की तुलना में बहुत ही कम होगी (अगर हुई तो)।

एक तरफ़ भाजपा नेता लव जिहाद जैसे शब्दों का प्रयोग कर साम्प्रदायिकता फैला रहे हैं, मोदी सरकार ने संसद में जवाब दिया है कि कानून में लव जिहाद नामक कुछ नहीं है एवं केंद्रीय जांच एजेंसियों ने ऐसा कोई मामला दर्ज नहीं किया है। यह गौर करने की बात है कि किसी भी धर्म या समुदाय के व्यक्ति को किसी भी अन्य धर्म या समुदाय के व्यक्ति से शादी करने का पूर्ण संवैधानिक अधिकार है। हालांकि 2013 के एक शोध अनुसार झारखंड में केवल 5.7% शादी ही अंतर-धार्मिक (हर धर्म के परिप्रेक्ष में) होते हैं।

क्या है भाजपा की राजनीति

एक तरफ़ भाजपा बांग्लादेशी घुसपैठियों की बात कर रही है, वहीं दूसरी ओर मोदी व रघुवर दास सरकार ने अडानी पावरप्लांट परियोजना के लिए आदिवासियों की ज़मीन का जबरन अधिग्रहण किया था। झारखंड को घाटे में रखकर अडानी को फाएदा पहुँचाने के लिए राज्य की ऊर्जा नीति को बदला और संथाल परगना को अँधेरे में रखकर बांग्लादेश को बिजली भेजी।

भाजपा आदिवासियों की जनसंख्या अनुपात में कमी के मूल कारणों पर बात न करके गलत आंकड़े पेश करके केवल धार्मिक साम्प्रदायिकता और ध्रुवीकरण करना चाहती है। एक ओर भाजपा आदिवासियों की जनसंख्या के लिए चिंता जता रही है, वहीं दूसरी ओर झारखंड सरकार द्वारा पारित सरना कोड, पिछड़ों के लिए 27% आरक्षण व खतियान आधारित स्थानीयता नीति पर न केवल चुप्पी साधी हुई है बल्कि इन्हें रोकने की पूरी कोशिश करती रही है। मोदी सरकार जाति जनगणना से भी भाग रही है जिससे समुदायों व विभिन्न जातियों की वर्तमान स्थिति स्पष्ट हो जाएगी।

गौर करें कि आदिवासियों के जिन मुद्दों को इसमें रेखांकित किये गए हैं, वे झारखंड आन्दोलन के मूल मुद्दे थे। अगर भाजपा इन मुद्दों को स्वीकार नहीं कर रही है, तो वो आन्दोलन पर भी सवाल कर रही है। लोकतंत्र बचाओ अभियान राज्य सरकार से मांग करता है कि गलत आंकड़ों को पेश कर साम्प्रदायिकता फ़ैलाने वालों पर तुरंत कार्यवाई करें एवं उक्त मूल मुद्दों पर सार्वजानिक चर्चा शुरू करे।

Chen Shih-hsin’s Dangal: Wrestling with Life, Legacy and Olympic Gold

“[dropcap]W[/dropcap]hen I watched Dangal with Chinese subtitles a few years ago, I noticed an uncanny resemblance between the wrestlers’ father and my own,” says Chen Shih-hsin, Taiwan’s first-ever Olympic gold medallist.

Chen clinched gold in the women’s flyweight division (49-kilogram category) in Taekwondo at the 2004 Athens Olympics, ending a 72-year-long gold medal drought for Taiwan. Despite being a self-governing democracy with its own constitution and legislature, Taiwan competes at the Olympics under the fictitious name “Chinese Taipei” – it is neither part of China nor comprised solely of the city of Taipei (which is one of the 23 cities in the island nation).

“My father was a hard taskmaster, much like the father portrayed in the film. I feel he was even tougher on me,” shares Chen as she teaches around 100 children at her Taekwondo school in the rural township of Xinfeng, near Taiwan’s semiconductor hub, Hsinchu.

“Yes, you could call me a chip off the old block when it comes to inheriting my father’s grit and toughness, similar to the characters in Dangal,” admits Chen, whose life story is full of dramatic and emotional twists.

She is half-aboriginal, as her mother is from Taiwan’s indigenous Atayal community. Her father, Chen Wei-hsiung, ran a Taekwondo training centre in Taipei and introduced her to martial arts at the age of five. By 15, Chen had already made a mark on the world stage by winning her debut appearance at the World Cup in the Cayman Islands in 1994. Two years later, she secured her second world title in Brazil.

However, her career took an unexpected turn shortly after. “I used to despise my father’s relentless push. One day, at 18, I argued with him and ran away from home,” Chen reveals, recalling her transformation from world champion to a “betel nut beauty” – a term for scantily-clad young women who sold betel nuts at kiosks across Taiwan.

After leaving her family and Taekwondo, Chen survived by vending betel nuts and other products in Taichung. “I felt like a rebel, much like the girl in the Bollywood movie who rebelled after joining the national team. But unlike her outspoken defiance, I simply left,” shares Chen.

Three years later, a poignant line in a radio advertisement about a son unable to care for his ageing parents on their birthday led her to return home. Reuniting with her father, she pledged to resume her training and pursue an Olympic dream together. However, the three lost years cost her a chance to compete in the 2000 Sydney Olympics, where Taekwondo debuted as an Olympic medal sport.

“Being on my own for those three years strengthened me, helping me cope with the disappointment of missing the Sydney Games,” Chen explains.

Her indomitable spirit and her father’s unwavering support fuelled her strenuous preparation for the next four years. “When I reached Athens, my biggest adversary was myself, not my rivals from Cuba, Nepal, Canada, or Nicaragua,” she reflects.

“The Olympic gold was our shared dream.” Chen continues, “Opening a Taekwondo gym and running it for decades was as much my father’s goal as it was mine. His ultimate aim was to bring an Olympic gold medal to the gym.”

On August 26, Chen made history by defeating Cuban opponent Yanelis Labrada to win the first-ever gold medal for her “invisible” nation, herself, and most importantly, her father.

“Over the years, I’ve fought countless matches, shed many tears, and accumulated numerous injuries. That final match in Athens was worth it,” she expresses.

At 25, Chen decided to retire. “These past twenty-odd years have been challenging, but I’ve been fortunate to avoid severe injuries thanks to my father’s meticulous training,” she notes.

Despite achieving her Olympic dream, Chen’s life continued to resemble a gripping film script. She pursued a PhD in sports psychology, secured a position as an associate professor at a leading university, and started a family with two children. However, personal turmoil struck again.

An alleged extramarital affair with a fellow coach tarnished her reputation, forcing her to resign from her university post, leave her home, and yield custody of her daughter to her estranged husband. Yet, Chen rose from the ashes, relocating to Xinfeng with her son.

Today, Chen teaches Taekwondo to local children in her self-established dojang, away from the public eye and the bustle of Taipei. Although her Athens Olympic gold medal resides at her father’s home, she now dreams of earning a gold medal for her Taekwondo school.

रांची: 2019 में जब हेमंत सोरेन के नेतृत्व वाली गठबंधन सरकार सत्ता में आई तो मुसलमानों ने इसमें प्रमुख भूमिका निभाई थी।

राज्य में सबसे बड़े अल्पसंख्यक, मुसलमानों ने रघुवर दास के नेतृत्व वाली एनडीए सरकार के कार्यकाल के दौरान मॉब लिंचिंग की कई घटनाएं देखी। मुस्लिम अधिकारियों को अच्छी या महत्वपूर्ण पोस्टिंग नहीं मिल रही थी। भाजपा सरकार ने मुस्लिम समाज के लोगों को अहमियत ही नहीं दिया था।

इसलिए जब हेमंत सोरेन ने झामुमो, कांग्रेस और राजद के नेतृत्व में राज्य में सरकार बनाई, तो समुदाय के लोगों ने सोचा कि उनके समाज के लिए कुछ बेहतर होगा। हालांकि, लगभग पाँच वर्षों के बाद, समुदाय उनके लिए चीजों को बेहतर बनाने के लिए किए गए किसी भी बदलाव को लेकर मुतमइन नहीं है।

राजनीतिक प्रतिनिधित्व

जब भ्रष्टाचार के आरोप में हेमंत सोरेन को जेल हुई, तो सभी ने इसे फर्जी मामला मानते हुए प्रवर्तन निदेशालय और भाजपा के नेतृत्व वाली केंद्र सरकार के खिलाफ विरोध प्रदर्शन किया। हालांकि, जब वरिष्ठ कांग्रेस नेता और मंत्री आलमगीर आलम को गिरफ्तार किया गया था, तो गठबंधन नेताओं द्वारा ऐसा कोई विरोध प्रदर्शन नहीं किया गया था। किसी ने इतना भी सवाल नहीं बताया कि मंत्री के सरकारी निजी सहायक संजीव लाल पहले अर्जुन मुंडा और सीपी सिंह के साथ थे। उनकी नियुक्ति सरकार द्वारा की गई थी, इसलिए उक्त मामले में दोनों भाजपा नेताओं की भी जांच होनी चाहिए।

2019 में झारखंड में झामुमो और कांग्रेस पार्टियों से जीतने वाले केवल दो मुस्लिम थे: आलमगीर आलम और इरफान अंसारी कांग्रेस से, झामुमो से डॉ सरफराज अहमद और हाजी हुसैन अंसारी। आलमगीर अभी जेल में हैं और इरफान को कैबिनेट में शामिल किया गया है। डॉ सरफराज को अपनी सीट छोड़नी पड़ी, जहां से कल्पना सोरेन विधायक बनीं। डॉ सरफराज को राज्यसभा सदस्यता से मुआवजा दिया गया है। हाजी हुसैन अब जीवित नहीं हैं और उनकी जगह पार्टी ने उनके बेटे हफीजुल हसन को मैदान में उतारा, जो अब हेमंत सोरेन कैबिनेट में मंत्री हैं।

हालाँकि, गठबंधन, जिसे अब इंडिया ब्लॉक कहा जाता है, ने लोकसभा चुनाव के दौरान एक भी मुस्लिम उम्मीदवार को मैदान में नहीं उतारा।

सामाजिक तौर पर: मुसलमानों के लिए न्यूनतम लेकिन सभी के लिए काम किया गया

पार्टी के नेता गर्व से कहते हैं कि उन्होंने सबके लिए काम किया और यह नहीं देखा कि किसने किस पार्टी को वोट दिया। वहीं मुसलमानों को लगता है कि उनके काम से समझौता किया गया जबकि अन्य समुदायों के लोगों का काम किया गया। समुदाय के एक नेता ने नाम न छापने का अनुरोध करते हुए आरोप लगाया, “जब भी कोई ऐसा मुद्दा होता था जिसमें गठबंधन नेताओं को मुसलमानों के लिए स्टैंड लेना पड़ता था, तो रणनीतिक चुप्पी बनाए रखी जाती थी।”

“जिन लोगों ने वोट नहीं दिया, या बीजेपी को वोट दिया या अन्य पार्टियों के समर्थक हैं, उन्हें या तो काम दिया जा रहा है या उन्हें बिजनेस पार्टनर बनाया जा रहा है, जिससे उन्हें सीधे वित्तीय लाभ हो रहा है। इस प्रणाली से, योग्य पार्टी कार्यकर्ता और विशेष रूप से मुस्लिम कार्यकर्ता खुद को उपेक्षित महसूस कर रहे हैं,” उन्होंने कहा।

इस सरकार में भी कई ऐसे लोग हैं जो मुस्लिम अधिकारियों की अच्छी जगहों पर पोस्टिंग नहीं देना चाहते।

इंडिया ब्लॉक के साथी, मुख्य रूप से झामुमो के, अब युवा नेता जयराम महतो की पार्टी जेबीकेएसएस और एआईएमआईएम जैसे में विकल्प तलाश रहे हैं।

इसे लेकर समुदाय के लोगों में नाराजगी देखी जा रही है। 22 जुलाई को यूनाइटेड मुस्लिम फोरम ने रांची प्रेस क्लब में प्रेस कॉन्फ्रेंस कर अपनी मांगें हेमंत सोरेन सरकार के सामने रखीं।

मॉब लिंचिंग कानून

झारखंड सरकार ने राज्य में मॉब लिंचिंग के खिलाफ कानून- भीड़ हिंसा निवारण और मॉब लिंचिंग विधेयक 2021 पारित करने की पहल की। हालांकि, एक साल बाद तत्कालीन राज्यपाल रमेश बैस ने इसे लौटा दिया और हेमंत सरकार से इसमें ‘भीड़’ को परिभाषित करने को कहा। सुधार के बाद सरकार ने बिल दोबारा नहीं भेजा। और यह एक्ट राज्य में लागू नहीं हो सका। नतीजा: झारखंड में मॉब लिंचिंग का कहर जारी है

12 जुलाई को रांची स्थित सामाजिक कार्यकर्ता तनवीर अहमद ने मुख्यमंत्री हेमंत सोरेन को एक खुला पत्र लिखा और राज्यपाल को मॉब लिंचिंग बिल को फिर से भेजने सहित सरकार से कई मांग अल्पसंख्यकों से जुड़े किए गए।

रांची पुलिस फायरिंग रिपोर्ट

प्रदेश की राजधानी में हुई पुलिस फायरिंग के मामले में दो मुस्लिम युवकों की मौत हो गई, लेकिन सरकार पीड़ितों के साथ खड़ी नजर नहीं आई। निहत्थे प्रदर्शनकारियों पर गोली चलाने वाले ट्रिगर हैप्पी  पुलिसकर्मियों के खिलाफ कोई कार्रवाई नहीं की गई। “कम से कम दो समितियां गठित की गयी, लेकिन दो साल बाद भी, उन्होंने अभी तक एक रिपोर्ट प्रस्तुत नहीं की है,” रांची के एक कार्यकर्ता नदीम खान ने ईन्यूज़रूम को बताया।

“कुछ असामाजिक तत्वों द्वारा गोलीबारी भी की गई थी, और ऐसा भी माना जा रहा की दो में से एक मुस्लिम युवक की दूसरे समूह की गोली से मृत्यु हो गई। केवल एक निष्पक्ष रिपोर्ट ही तस्वीर साफ कर सकती है।’ इसलिए रिपोर्ट सार्वजनिक होनी चाहिए,” खान ने कहा।

गठबंधन सरकार में सबसे ज्यादा नुकसान उर्दू को हुआ

पिछले पांच वर्षों में गठबंधन सरकार में सबसे ज्यादा नुकसान उर्दू भाषा को हुआ है। न केवल उर्दू शिक्षकों की भर्ती नहीं हुई, बल्कि राज्य के अधिकांश उर्दू माध्यम स्कूलों को सामान्य हिंदी स्कूलों में बदल दिया गया है। यह जगरनाथ महतो के शिक्षा मंत्री रहते हुए हुआ था।

इस बीच झामुमो के घोषणापत्र में मदरसा बोर्ड के साथ-साथ उर्दू अकादमी बनाने की बात भी थी, लेकिन अब तक इसका गठन नहीं किया गया।

जून में फरोग-ए-उर्दू तहरीक के इमरान अंसारी ने नवनिर्वाचित विधायक कल्पना सोरेन से मुलाकात की और उन्हें एक ज्ञापन दिया जिसमें बताया गया कि राज्य में उर्दू शिक्षकों के 3712 पद खाली हैं। इसमें यह भी बताया गया कि राज्य में 544 उर्दू स्कूलों को सामान्य स्कूल घोषित किया गया है। उर्दू स्कूलों में शुक्रवार की साप्ताहिक छुट्टी में बदलाव किया गया है और बाकी उर्दू स्कूलों में 60 दिनों की छुट्टियों को काटकर 53 दिन कर दिया गया है।

“इन सभी मुद्दों के कारण, झारखंड में गठबंधन या इंडिया ब्लॉक के लिए मुस्लिम मतदाताओं में कोई उत्साह नहीं है और यदि इस संबंध में कोई बड़ी कार्रवाई नहीं की गई है। विधानसभा चुनाव के लिए हेमंत सोरेन सरकार के लिए कोई अच्छी खबर नहीं है,” इमरान ने ईन्यूज़रूम को बताया।

Javed Akhtar Questions Owaisi, Debunks Myths and Calls for Reform in Kolkata

Kolkata: Renowned screen writer, lyricist and poet Javed Akhtar, known for his sharp intellect and reformist views, shared his candid opinion on the Muslim community and its clerics at a private gathering in Kolkata. He provocatively questioned why a reformer like Raja Ram Mohan Roy wasn’t born into a Muslim society.

On a rainy Saturday, the stage was set for an engaging two-hour-long tête-à-tête with the legendary Javed Akhtar. The session, hosted by CPM leaders and husband-wife duo Saira Shah and Dr Fuad Halim, promised a deep dive into the thoughts of the iconic writer.

When Ghazala Yasmin, a professor, brought up Sir Sayyed Ahmed Khan, Akhtar quickly pointed out that Khan was not in favor of women’s education.

Ghazala, while stressing upon the need for reform in the community, asked Akhtar what he thinks about Islamophobia. He responded, “There are brainwashed non-Muslims, both in India and abroad. This includes both educated and illiterate people. But there are also right-wing Muslims who are giving support to the RSS.”

Questioned Owaisi

Akhtar then questioned Asaduddin Owaisi’s remarks. He mentioned, “When Rajat Sharma asked Owaisi, who is a sharp person, on his show Aap Ki Adalat about my statement that India is secular because of secular Hindus, Owaisi answered, ‘No, it is secular because of the Constitution.’ But who made the Constitution? It is not a divine book. It was made by secular Hindus.”

The former Rajya Sabha MP continued, “In the same show, at one point, Owaisi was asked about Narendra Modi, and he quickly said there was no use talking about him, as he could not host an iftar party for 10 years. But my question is, did you light a lamp on Diwali?”

Earlier, Akhtar criticized Personal Law, noting that it denies daughters and sisters a share in agricultural land and labeled it a fraud. Progressive Muslim Imran Zaki expressed his desire to see the Uniform Civil Code implemented.

In response to a query from a self-identified feminist, ‘atheist’ Akhtar asserted that there is no Jannat, Jahannam, or Punar Janam. He argued that humans are not as special as commonly believed. Just as animals like chickens or goats do not experience a second birth, neither do humans. Being born as humans is unique, and once our ‘fuse’ is diffused, everything ends

Debunking the Polygamy and population Myth

Akhtar also debunked the myth that polygamy leads to more children. “In my entire life, I have not met a single Muslim with four wives. I have rarely encountered someone with three wives. Yes, I have seen many cases where a man has two wives, but this is true for both Hindus and Muslims,” he stated.

Moreover, it is a myth that having more wives means having more children. If this were true, then Middle East, where polygamy is prevalent, would not have had a lower population and would not need to take in so many immigrants. In Kerala, where both Muslims and Christians are present, data does not suggest higher birth rates. The number of children is directly linked to the economic condition of a family. Higher-income groups have fewer children, while lower-income groups have more, regardless of religious affiliation,” he reasoned.

Akhtar also mentioned that he has been called a kafir by Muslim clerics, received death threats, and faced three cases filed against him by the RSS.

Despite a 120-minute-long conversation, neither the gathering nor the legendary writer addressed the atrocities against Indian Muslims, such as regular lynchings or the economic boycott of the largest minority. This raises questions about whether the renowned writer of the ’70s is out of touch with ‘New India’ or does not recognize the core issues.

With the politicization of religion at its peak, eNewsroom asked Akhtar what is more important: dealing with reforms in religion or opposing Islamophobia. “Both will go together,” he quipped.

Kolkata: When the rain comes, you might have heard the rhyme “Rain, Rain, Go Away,” as children want to play or someone needs to work. But on Friday, on the streets of Kolkata, nobody questioned why the rain started because hundreds of participants were determined to protest against Israelis who have been bombing the people of Palestine, including children and women, for 293 days.

Braving heavy rain, hundreds of children, girls, and women held a protest rally against the genocide being conducted by Israel in Palestine and the undeclared support Israel is receiving from the Indian government.

While it was raining, the air was filled with slogans like “From the River to the Sea, Palestine Will Be Free” and “Free, Free, Free Palestine.” There were also slogans urging the Government of India to stop arming Israel.

The rally moved from Subodh Mallick Square to Esplanade, where it culminated. Under the umbrella body of Indians for Palestine, several organizations participated, including the Hawker Sangram Committee, AISA, AIPWA, SIO, Women’s India Movement, RYA, Bandi Mukti Committee, Jana Andolon, Pashchimbanga Ganasanskriti Parishad, AIPF, Bangla Banchao Desh Banchao Mancha, and the 24×7 Boycott Group, among others.

Some people were holding placards and umbrellas while walking, and some held one side of a banner in one hand and an umbrella in the other. Several walked without any cover and continued the march.

“It will send a strong message that not only did you come out in large numbers to stand for humanity, but by braving the heavy rain, this day will be remembered for a long time,” said Dr Sarfaraz Adil, who is leading the 24×7 Boycott movement in Bengal.

Dr Adil added, “Remember to continue boycotting Israeli and American (Zionist) products in your everyday life.”

“One of the major purposes of forming the United Nations was to stop human rights violations, right? Then where is the UN when more than 35,000 children in Gaza have missing limbs? The children in Gaza suffer from extreme psychological trauma. The physical injuries and witnessing the deaths of loved ones leave permanent scars on the psyche of those who survive with or without disabilities. Where is the UN when Gazans are facing multiple displacements due to large-scale destruction?” asked Nousheen Baba Khan, a social activist.

Meanwhile, the rally in Kolkata was organized the day after Israeli Prime Minister Benjamin Netanyahu addressed the US Congress and received a standing ovation. Both the address and the standing ovation were condemned by concerned citizens across the world.

Congress leader Priyanka Gandhi tweeted and vehemently criticized Netanyahu for receiving a standing ovation in the US Congress. She also responded to the Israeli Prime Minister’s speech, stating that while he claimed it is a war between a civilized and a barbaric nation, he was right, but it is he and his government who are barbaric.

From Hope to Doubt: Jharkhand Muslims and the Hemant Soren Government

Ranchi: In 2019, when the Hemant Soren-led Gathbandhan government came to power, Muslims played a major role in it.

Muslims, the largest minority in the state, had witnessed several instances of mob lynching during the tenure of Raghubhar Das-led NDA government. Muslim officers were not getting plum or important postings. The BJP government did not do the work of community people.

So when Hemant Soren led JMM, Congress and RJD to form a government in the state, the community people thought some change for the betterment would take place. However, after almost five years down the line, the community is unsure of any changes made to make things better for them.

Political Representation

When Hemant Soren was jailed on corruption charges, everyone protested against the Enforcement Directorate and BJP-led union government, considering it a fake case. However, when senior Congress leader and minister Alamgir Alam was arrested, no such protest was staged by the Gathbandhan leaders. Nobody raised the question that the Personal Assistant Sanjiv Lal turned government approver of the minister was earlier with Arjun Munda and CP Singh. He was appointed by the government, so the two BJP leaders should also be investigated in the said case.

There were only two Muslims each who won from the JMM and Congress parties in Jharkhand in 2019: Alamgir Alam, Irfan Ansari from Congress, Dr Sarfaraz Ahmed and Haji Hussain Ansari from JMM. Alam is in jail now, and Ansari has been inducted into the cabinet. Dr Ahmed had to sacrifice his seat, from where Kalpana Soren became an MLA. Dr Ahmed has been compensated with Rajya Sabha membership. Haji Hussain is no longer alive and in his place, the party fielded his son Hafizul Hassan, who is now a minister in the Hemant Soren cabinet.

The Gathbandhan, which is now called the INDIA bloc, however, did not field a single Muslim candidate during the Lok Sabha polls.

Socially:  Work Done For All But Minimum For Muslims

Party leaders proudly say that they worked for all, and did not see who voted for which party. Muslims feel that their work was compromised while work of other communities were done. “Strategic silence was maintained whenever there was an issue in which Gathbandhan leaders have to take a stand for Muslims,” alleged a community leader requesting anonymity.

“People who did not vote, or voted for BJP or are supporters of other parties are either being given work or being made across the partyline business partners, leading to direct financial benefits to them. By this system, deserving partymen and especially Muslim caders are feeling left out,” he added.

The supporters of the INDIA bloc, mainly JMM’s, are now looking for alternatives like youth leader Jairam Mahto’s party JBKSS and AIMIM.

There is a visible resentment among the community members. On July 22, the United Muslim Forum held a press conference in Ranchi Press Club to put their demands before the Hemant Soren government.

Mob Lynching Law

Jharkhand government took the initiative to pass a law against mob lynching- Prevention of Mob Violence and Mob Lynching Bill 2021 in the state. However, a year later, then Governor Ramesh Bais returned it, asking the Hemant government to define ‘Mob’ in it. The government did not resend  the bill after the correction. And the act could not be implemented in the state. The result: mob lynching continues to plague Jharkhand.

Tanweer Ahmad, a Ranchi-based social activist on July 12, wrote an open letter to Chief Minister Hemant Soren and highlighted several works that need to be done by the government, including resending a mob lynching bill to the Governor.

Ranchi Firing Reports

The police firing case that took place in the state capital killing two Muslim youths, the government was not seen standing with the victims. No action was taken against the trigger happy policemen, who fired on the unarmed protesters. At least two committees were formed but even after two years, they still have not submitted a report,” a Ranchi-based activist Nadeem Khan told eNewsroom.

“There was an issue of firing by some anti-social elements, and one Muslim youth died from another group’s bullets. Only a non-biased report can clear the picture. so the report should get public,” Khan added.

Urdu, the biggest loser in the gathbandhan government

In the last five years, the biggest loser under the Gathbandhan government is the Urdu language. Not only did the recruitment of Urdu teachers not take place, but most of Urdu medium schools have been changed to normal Hindi schools in the state. This happened under Jagarnath Mahto as education minister.

Meanwhile, it was in the manifesto of JMM to form a Madarsa Board as well as an Urdu Academy but they have not been formed yet.

In June, Imran Ansari of Farog-e-Urdu Tehrik met the newly elected legislator Kalpana Soren and gave a memorandum to her mentioning that there are 3712 Urdu teacher posts lying vacant in the state. It also pointed out that 544 Urdu schools have been declared normal schools in the state. The weekly holiday of Friday in Urdu schools has been changed and 60 days of holidays have been reduced to 53 days in the remaining Urdu schools.

“Because of all these issues, there is no enthusiasm among Muslim voters for the Gathbandhan or INDIA bloc in Jharkhand and if no major action is taken in this regard. There is no good news for the Hemant Soren government for assembly polls,” Imran told eNewsroom.

2024 Ballots and Beyond: Democracy, Diversity and Plight of Muslims

[dropcap]T[/dropcap]he recent order requiring eateries in Uttar Pradesh and Uttarakhand to display nameplates — which has been stayed by the Supreme Court — has drawn chilling comparisons to apartheid-era South Africa and Nazi Germany, where Jews were forced to identify their businesses, precursing brutal persecution.

In the 2024 general elections, the decline of the electoral clout of the Bharatiya Janata Party (BJP) and its failure to reach the majority mark sparked hope that the democratic decrease in values of pluralism and diversity may see a recovery.

During the elections, having realised that Ram Temple magic was no longer effective, Narendra Modi resorted to divisive language. He blamed the INDIA bloc for doing mujra (a bowing salutation, in Muslim tradition) for the minorities, whom they want to please. It was also said that the INDIA bloc would change the Constitution to take away reservations of SC/ST/OBC and give it to the Muslims.

To add further punch to his rhetoric, the prime minister frightened the Hindu majority by saying that Hindu women’s mangalsutra (chain indicating the marital status of some Hindu communities) will also be taken away and given to Muslims, among other such derogatory issues. As matters stood, this hate speech failed to benefit the BJP, and it slid down from 303 seats to 240 in the Lok Sabha.

This gave hope that minorities would be targeted less often and that an atmosphere of amity would be promoted. The developments of the past few weeks in the National Democratic Alliance (NDA), led by the BJP, have dashed this hope. The statements and actions of the saffron party leaders and the government in the BJP-ruled states show that they will pursue their old tactics as far as possible.

Hemant Biswa Sarma, the Assam chief minister, notorious for such outpouring, stated that Assam will soon become a Muslim majority state. As per him, the percentage of Muslims in 1951 was 12% (later he revised this figure to 14%) and now Muslims are 40% of the state population. His figures are fake, intended to stir up fear and alarm among Hindus. The percentage of the Muslim population in 1951 was 24.68% as per census figures and as per 2011 census figures Muslims in Assam are 34.22%. Old habits die hard for many. A classic case is here to be witnessed.

In West Bengal, where the BJP bit the dust coming down from existing 18 MP seats to 12 this time, party leader Suvendu Adhikari, blamed the BJP’s decline on Muslims and proclaimed: “We do not need to talk about Sabka Saath and Sabka Vikas (everybody’s development, taking along everybody). We will decide who supports us, and we will support them. Stop this talk of Sabka Saath, Sabka Vikas.” Many from the BJP stable disowned his statement, but Adhikari’s words and tenor reveal the real political goals of this party.

To cap it all in Muzaffarnagar, the deputy inspector general of police (DIG) issued instructions that on the route of the Kanwar Yatra (a Holy procession devoted to Lord Shiva) all the eateries, stalls and hotels should display the names of owners and workers right in front.

Notably, the Supreme Court on Monday (July 21) stayed these directions issued by the Uttar Pradesh and Uttarakhand governments, which directed eateries in the Kanwar Yatra route to display names. A bench of Justices Hrishikesh Roy and SVN Bhatti passed an interim order prohibiting the enforcement of the government directives.

As per the directive that was issued by the Uttar Pradesh local administration, “All the food outlets, eateries and food joints across the state will have to put up a “nameplate,” displaying the names of owners/proprietors and staff members.”

“This has been done to maintain the ‘purity of faith’ for Hindu devotees who undertake the Kanwar Yatra, in the month of Shravan (a holy month as per the Hindu calendar),” the administration had claimed, justifying the move. Uttarakhand had joined Uttar Pradesh in announcing the rule, and multiple other BJP-governed states were set to follow suit, signalling a broader adoption of this policy.

In the face of criticism, the state administration added that this has to be done voluntarily. This is a very interesting order, where does the volition exist for those who are supposed to follow it? The honourable prime minister, the supreme leader has maintained a stoic silence on this order, indicating that this is the policy of the party. This move has been criticised by the BJP’s NDA allies like Janata Dal-United (JD(U)), Lok Janshakti Party (Ramvilas Pasvan) (LJP (Ramvilas Pasvan)), among others. This is a case where we come to know that in the coalition, the allies of the BJP don’t matter to the prime minister, and the BJP will rule the roost.

However, this is probably the most divisive step taken by the BJP. Already Muslim employees of Hindu establishments on the route have been laid off. The whole notion of purity and pollution should not be applicable in present times. The Kanwar Yatra from Haridwar to the local Shiva temples is a fairly old phenomenon. It became more prominent during the last few decades, from the 1980s onwards, quite in tune with the rise of politics in the name of religion, beginning with the Ram Temple movement. Now lakhs and lakhs of people participate in it.

Let’s imagine the implications of such a directive. Most commentators recalled the apartheid regimes of South Africa and Nazi Germany. In Nazi Germany, the Jews were on the receiving end of fascist politics. They were asked to display the ‘Star of David’ in front of their establishments and wear the same on their body. Their persecution became easy as already their establishments could be easily identified. On the Kanwar route, the step seems to be an anticipatory one and the BJP in other states, on other pretext may likely find this an easy way to identify Muslims.

At present, it seems that sectarian politics has deep roots in the body politic of the nation. Electorally defeating this party and its opportunist allies is a mere first step to restoring pluralism in the country. The targeting of the Muslim community is also running parallel to a decline in their political representation. The Rashtriya Swayamsevak Sangh-BJP (RSS-BJP) ideologues are arguing that they tried to de-communalise Muslim politics.

It is a hoax as the present episode shows. Still, they are silent on why the BJP does not have a single Muslim MP in Lok Sabha, not a single Muslim minister in the Cabinet at any level. They argue that now the BJP is trying to link with the Pasmanda Muslims. Do they realise who is the biggest victim of the BJP’s politics? Just in the case of the present Kanwar Yatra episode, one can tell that the Pasmanda Muslims would have been the biggest losers with the present move of the BJP if the apex court hadn’t followed the directions.

One feels the INDIA coalition should vociferously oppose such a move of the BJP as it is imperative that inclusive values have to be brought to the forefront to confront such regressive policies aiming at further splitting the society and taking one more step towards a Hindu nation.
